Administration

Executive Director – Claire M. Murphy
Claire Murphy was named Executive Director in April 2012. Prior to joining the Economic Opportunity Council, Claire was the Director of the Washington County Office for the Aging, and successfully implemented an Aging and Disabilities Resource Center, housed within the Office for the Aging, in partnership with the local Department of Social Services.

    

Claire has significant experience in long term care, health care redesign and reform. She has presented at State and National conferences on organizational collaboration and system change.

     

Claire is a graduate of Castleton State College in Vermont with a Bachelors in Social Work and from SUNY Albany with a Master’s Degree in Social Work Administration and Public Policy.

    

Claire is a member and Past President of Fort Ann Rotary, a graduate of the Rotary International Leadership Institute, and serves on several community boards and Advisory Councils.

 

Chief Financial Officer Washington County Economic Opportunity Council, Inc. - Natalie Williams
Natalie is the Chief Financial Officer and she is responsible for the financial leadership of Washington County EOC, Inc. EOC. In her role as CFO she has responsibility for upholding strong financial management and accountability while providing timely, accurate, and reliable financial information and enhancing internal controls. Her daily responsibilities include administrating grants under federal programs including the Workforce Investment Act, Head Start and Early Head Start, Community Services Block Grant and Department of Energy.

Prior to serving as CFO Natalie functioned as the Director of the One Stop Center in Washington County for EOC administering workforce programs coordinating a broad range of training programs in our region.

 

Director of Human Resources – Mary Jarvis-Caro
Mary Jarvis is the Human Resources Director for Washington County Economic Opportunity Council, Inc. Mary has been with EOC since May of 2005. Prior to coming to EOC, Mary had been the Customer Service Manager at Reliable Racing Supply for many years.

As the Director of Human Resources Mary is responsible for implementing all human resources policies and procedures to ensure the agency is in compliance with all federal, state and local regulations; management, administration and maintenance of compliance with Workers’ Compensation, Disability, FMLA, OSHA, Health insurance and pension plans.

In 2009 she achieved certification from Adirondack Community College in conjunction with The College of St. Rose in the Society for Human Resources Management Learning System. She earned a Professional in Human Resources (PHR) accreditation in June of 2010 from the Human Resources Certification Institute (HRCI). She is a member of the Society of Human Resources Management (SHRM), the Capital Region Human Resources Association (CRHRA) and the Adirondack Human Resources Association (AdkHRA).

 

Director of Headstart - Traci Ross
Traci Ross is a Program Coordinator and Director. With over a decade of experience working in human services and child welfare, she has vast experience in program development and implementation. She has worked in many different capacities of programming for placed and at risk children including direct care, Senior Supervisor of a non-secure detention facility, Program Coordinator of a group home, Director of five community based programs and Executive Director of a small, nationally affiliated non-profit. Traci was responsible for rebuilding a failing group home by rewriting the current program to include accepted methods of care and treatment, and through training her staff in positive methods of behavior modification and effective crisis intervention. In addition, she was responsible for the programs financial budget. Traci then consulted with various like programs to establish the same high standards of care.

As Director, Traci assisted in the opening of two new community programs by building relationships with surrounding stakeholders, hiring, and training all new staff. She continued to direct five of the seven community programs and be responsible for oversight of all seven budgets.

 

Traci is a graduate of Oswego State University with a B.A. in Psychology. She was the recipient of the 2003 Social Worker of the Year Award given by Berkshire Farm Center, the largest child welfare agency in New York State. She is also a 2014 graduate of Leadership Adirondack through the Adirondack Regional Chamber of Commerce and an active member of Rotary International. She currently resides in Kingsbury in the foothills of the Adirondacks, with her husband, Michael. Traci enjoys reading, kayaking, mountain biking, downhill skiing, and traveling.

 

Director of Career and Family Services - David Conroe

David Conroe is Washington County EOC’s Career and Family Services Program Director, a position he has held since June 1st, 2015. Prior to this position, Conroe held the position of Program Director of Employment and Training. A New York native who grew up in Syracuse and Potsdam, David came to us as a Workshop Facilitator in August, 2013 following 25 years in Maine David has a 30 + year history of management experience beginning with running dormitories for SUNY Plattsburgh in the early 80’s to being the Operations Manager of a large, exclusive tennis club in Southampton, NY prior to moving to Maine.

After moving to Maine, David began working in the Workforce Development field as a Counselor at Penobscot Job Corps Academy, one of the many Federal programs operated by Training & Development Corporation. Training & Development Corporation was a not-for-profit company that managed Federal job training programs, including several Job Corps Centers and the Migrant Seasonal Farm Worker program. During his 20 years with TDC, David held many positions within the organization including Counselor, Case Manager, and Residential Life Manager, Youth Program Manager, Rapid Response Coordinator and Dislocated Worker Program Manager.

 

 With a strong interest in helping people navigate the world of work, he has always enjoyed teaching, primarily on topics related to career and workforce development. He has designed and facilitated workshops and classes for youth to teach skills they need in order to enter the world of work and be successful. He has helped prepare more than 6000 adult dislocated workers to return to school and transition to different jobs David has taught undergraduate classes in Career Development and computers and been a presenter at several US Department of Labor national conferences.

 

David earned a BS in Marine Biology from Long Island University in Southampton, NY and a MS in Counseling from SUNY Plattsburgh.
